You need to be extremely careful with this - the backing could contain asbestos fibers which are extremely dangerous if airborne - like through sanding. It is also a disposal problem - Have an experienced flooring guy take a look at the material and I agree that some sort of solvent based removal is going to be best. You should also find out who installed this kind of flooring over hard wood and have the snot beat out of them!...(Answered by cvorse_04)

Are we being gouged by the electric company?
I've noticed a new charge on our electric bill called PCA. It was explained that it stands for Power Cost Adjustment, which varies from month to month to compensate for the regular fluctuations in the price of the coal and natural gas used to generate the electricity you consume. What a crock! Our house is totally electric. Our last bill was $423.00 for the electricity...the PCA charge was $268.00. Doesn't the cost of the electricity already factor in the cost of making it? Hey, I live in Texas too. You must live around the Dallas area because mine when up to $355 from last month which was $230. I guess I have to turn off all the lights to keep cool, cut down the time I spend on the Internet, use the BBQ grill, take out the kiddie pool to keep cool, walk to the store for excerise and start living like my grandparent in the olden days...(Answered by nannygoat)

What's the cost of air conditioning in a 15 x 15 room?
I live in a residential hotel and have just bought an A/C. The owner (who is famous for price gouging) says I have to pay the extra cost of electricity to cool my room. The A/C is a 5,150 BTU Sears Kenmore. What should I be expected to pay? I'm in Southern California. Temp outside is around 94 with 45% humidity. Temp inside is about 110. I can't beleive you went without an A/C this long. Whether or not you have to pay her should be in the contract, if the owner regularly pays the electric bill then you shouldn't have to pay, unless stated otherwise in your agreement that you have to pay for the extra electricity for air conditioning.
