What is the law on having utilities included in the rent and not having any control of what the temperature is
I recently moved into a duplex, the landlord lives downstairs and I live upstairs. All of the utilities are included in the rent. The issue is: The landlord controls the thermostat to the heat. I am freezing upstairs and she refuses to turn the thermostat up. Is there a law on what the temperature needs or must be when a landlord supplies the heat? You would have to Google for your local housing codes. If they are not available online, you will need to contact the local housing inspector and ask what the requirement is. The codes may vary by city or town. For example: In the city of Columbus: The landlord must maintain the temperature of the apartment at a minimum of 70 degrees Fahrenheit when the outside temperature is 0 degrees. Better to by used mobile home and land with existing utilities or buy new with land but need to get utilities?
An older mobile home already has site work, utility and sewer hook-ups, but may need major updating. A new trailer does not need fixing, but the land needs to be purchased, site work needs to be done and utilities need to be hooked up. Really not interested in leasing the land or the mobile home. You are better off buying the location with the existing trailer on it , all other things being equal, the cost of providing those services to another site could equal the cost of a good condition newer trailer. You could either replace the trailer at a later time for not a huge amount (Double check the zoning and planning board rules on this) or you could use it as a building site for a moduler or stick built home as well....(Answered by vlvtnrbt)

In NY they can have you pay 100% of the utilities in the apartment. Heat and water do not have to be covered as long as there is a way to separate out use. If you have your own meter, you are going to pay for it. They *do* have to supply you with a working heating system, but they don't have to supply heat. good luck!...(Answered by Rush is a band)

phone, cable etc..is very cheap utilities can be awful......i buy homes and make them energy efficent.......and reduce all hydo/utilities and gas by 100% when i am done.. the building i just bought was at $100 a month and I brought it to $50 (have receipts)... it is amazing how many older buildings had barely code for insulation..etc. appliances.....can be awful for electric.. make sure the appliances are new. so .......you could end up paying lots in an older building.. the winters can be cold..and some old buildings barely had insulation at all as code. new buildings are more efficent......(Answered by m2)

You are asking about zoning laws when you mention multiple animals on the property. My city only allows two pets, before it is considered a Kennel. Adding utilities can be a big charge as it is based on where the lines and pipes lie in relation to your unit. I built a house and had to run 500' of 4" water pipe to the property, Had to get a EPA ruling from the state, a civil engineer to design the straight shot, and two water Meters and fire hydrant. cost was over $7k plus 2K for the electricity....(Answered by budhah1)

okay, first of all, try to make sure that your windows are not directly facing the sun (hot summers), if possible get a lower floor that is kind of covered or shall i say, protected from that daytime heat...i live in texas and usually your electricity will run about 200 for a high, and low of 100. i say this and maybe still a couple of $ too high, but if you get an apartment that has all electric appliances(stove, water heater, washer, dryer, etc.) you will run a little higher. a bit of advice...pay your bills on ...(Answered by marilynhenriksen@sbcglobal.net)

You will see gov/company data for an average....you will set your own energy use. Each month, sit down with the utility bills and split them to be fair...if you know some one is over abusive of a utility....sit down and talk some more to conserve or have proof of their excess. Hi, I live in Tennesse, and yes, it does cost to get them turned on, especially if you're moving to a house or duplex. If not, you still have to get them transferred into your name. How much it costs, though, is another story. It really depends on your utility board. Call up the board where you're moving to and they should be able to tell you....(Answered by Jesse's Girl)
